Rethinking global governance for a livable planet

The world is facing a planetary emergency. Climate change, biodiversity loss, and pollution are pushing Earth beyond its safe limits. Despite years of international effort, the pace of action is still too slow — and the systems meant to coordinate a global response are not delivering at the scale needed.

The Climate Governance Commission (CGC) addresses a critical gap in confronting the global climate emergency. As an independent initiative, the Commission develops and promotes effective, science-based governance solutions to tackle climate and broader Earth system risks. By bringing together leading thinkers and organizations, the Commission works to close key action gaps – in implementation, policy, and global coordination – that continue to hold back meaningful progress.

The Commission champions bold, systemic approaches grounded in the latest Earth system science. At the heart of its mission is the recognition that a just and livable future depends on restoring and protecting the Planetary Boundaries that support life on Earth. Climate stability is central to these boundaries. Through strategic partnerships and informed contributions to global dialogue, the Commission strongly supports decisive transitions across key sectors to fully address the climate and nature challenges — to embrace, among others, clean energy/fuels of the future, transformed circular and inclusive economies, and strengthened protection for the most climate-vulnerable communities.

The Climate Governance Commission publishes research and recommendations, and convenes events, seminars and expert meetings, to pioneer effective climate and broader Earth system governance. The Governing Our Planetary Emergency Flagship Report (Nov. 2023) outlines a series of feasible, equitable, and forward-looking proposals to improve global governance systems in response to accelerating planetary risks. These proposals focus on near- and medium-term action that reflects the scale and urgency of the crisis.

Further development of prioritized proposals continued through the Planetary Governance Program at The New Institute (September 2024 – June 2025), a focused initiative which advanced key recommendations from the Commission’s work.

Building on this momentum, the Commission co-leads MEGA (Mobilizing an Earth Governance Alliance), a coalition working to strengthen and expand global environmental governance in cooperation with governments, experts, civil society, private sector sustainability leaders, and other stakeholder. MEGA brings together co-sponsoring organizations to help move beyond narrow national interests and protect Earth’s ecosystems for present and future generations.
